I was waiting for my food and struck up a conversation with a manager and said that they needed to open some ITP. He said it was the plan, but real estate was much more expensive ITP than the further out OTP areas. Culvers sounds like it's doing the same thing. Looking at a map of Culvers locations, the closest to the city appears to be Lawrenceville. Looks like they're trying to see if the demand is there, that if they located in town (or at least closer OTP like Sandy Springs, Smyrna, etc.), their investment would pay off. To me, it's smart business.
